The meeting was called to order by president, Scott Woogen at 6:00 p.m.
ROLL CALL: Those present by phone were: Scott Woogen, Charles Robbins, Billy Carter, Stacey McLenghan, Anne McDonald, Leon Harris, Darrell Wood and Debbie Warnick. A quorum was declared.
MEETING MINUTES: The minutes from the meeting held on January 12, 2023 were reviewed and approved as written.
TREASURER’S REPORT: The treasurer’s report for April 2023 was reviewed.

NEW BUSINESS:
Item 1. Spring 2024 Race Dates
The possible dates for the spring 2024 race meet were reviewed. It was moved and seconded that the dates be April 6th through May 19th with racing on Saturdays and Sundays. The motion passed unanimously.
Item 2. Fall 2024 Race Dates
The possible dates for the fall 2024 race meet were reviewed. It was moved and seconded that the dates be September 14th through October 27th. The motion passed unanimously.
Item 3. Spring 2023 Race Meet
We discussed the spring 2023 race meet. Everyone felt that it went smoothly with no problems. Racing in the spring was received well by the horsemen. With the addition of simulcasting to outside tracks, our handle improved greatly, exceeding $1,000,000.
The one area that needs to be improved is pre race testing by the VRC. There continue to be problems with the testing being done inappropriately. The VRC needs to improve on how they do this testing. It was moved and seconded that we request the VRC purchase a black box and perform this testing on site. Motion passed unanimously. The VEA will be asked to talk to the VRC about this.
Item 4. Race Track Condition
The track was in better condition for the spring meet than for the previous fall meet. There is some concern that the track was not getting watered enough and this did cause some issues. JD is scheduled to do some major repairs to the track before the fall meet.
As there was no further business to be discussed, Scott Woogen adjourned the meeting at 7:25 p.m.
