The meeting was called to order by president, Scott Woogen at 5:00 p.m.
ROLL CALL: Those present by phone were: Scott Woogen, Chief Robbins, Billy Carter, Anne McDonald, Tyler Shehan, Tracy Bradshaw, Leon Harris, Debbie Warnick and Mike Annunziata. A quorum was declared.
This special meeting was called to discuss non compliance of the Sired Stakes rules by three stallion owners. Owners of Doctor Butch, Neptune and Karets did not have their stallions in Virginia by February 1, 2024 as required.
Mike Annunziata, the owner of Doctor Butch said that this did not happen because the breeding facility that was taking all three of the stallions was not able to take them until March 1. He added that the farm where the stallions stood last year did not take proper care of them or the broodmares that were taken there to breed. For this reason, he was hesitant to take the stallion to just any farm to wait for March 1 when they could be moved to the breeding facility. He apologized for not communicating with Debbie that the stallions were not brought to Virginia in February like he had stated they were. Mike then disconnected from the call.
The board discussed whether to allow these three stallions to stand in Virginia this year. It was agreed that due to the lack of breeding facilities and the problems that occurred with this facility being out of the control of the stallion owners, that they would be allowed to stand this year as long as they are at the facility by Sunday, March 10, 2024. It was moved and seconded to accept this resolution. The motion passed.
Debbie will contact the stallion owners and let them know the results of this meeting. They will also be informed that there will be no exception to the February 1 rule next year.
As there was no further business to be discussed, Scott Woogen adjourned the meeting at 5:30 p.m.
